Rhonda Erica Baylor-Celey is an education research analyst with an expertise in the relationship between affective disposition and academic performance. She has published in both The Journal of Negro Education and New Directions for Higher Education. She is the recipient of the 2015 Howard University Frederick Douglass Fellowship. Mrs. Baylor-Celey is an international scholar who has completed outreach projects in Haiti. She has a bachelor’s degree from Morgan State University, two master’s degrees: one from the University of Baltimore and the other from Harvard University. Baylor-Celey is currently working on a Ph.D. in educational psychology at Howard University. A native of Baltimore, she currently resides in Prince George’s County, Maryland.
